Philosophy
Golden Harvest Day Care, has its sole purpose, providing high quality day care to children in Saipan, Commonwealth of the Northern Mariana Islands. The goal of all programs offered at Golden Harvest is to promote the health and well-being of the infants and children in its care.
Physical activity opportunities are provided to infants with safe and clean areas to roll over, crawl, use walkers and practice walking, all under supervision given with positive feedback and praise. Older children shall have access to the open area inside and the yard, for freedom to run, jump and otherwise enjoy their boundless energy.
Golden Harvest operates on a group basis and provides a day care provided for approximately five children. Every child shall be recognized as a unique individual, with a set of personality traits that are important for self-esteem. The children will be encouraged in their verbal and non-verbal communication by individualized focuses attention from the care giver. Included shall be respect for the language and customs of each child. Age appropriate “discipline” shall be used: for example, “safe zones” shall be the primary type of “discipline” for the smaller children, with positive reinforcement, role modeling, learning – re-learning, and other similar methods added for other children.
Children are encouraged to interact with each other in age appropriate ways. Modeling by the care giver shall include appreciation and respect of other cultures and ethnicities, prompt intervention in situations where a child’s action presents a potential danger to others, and gentle guidance in social interactions. Moderate use of videos with appropriate messages and daily reading or story time will supplement social interaction learning. Age appropriate problem solving will be encouraged with active listening, description, information, and other similar techniques.
A variety of activities, consistent with children’s ages and developmental levels, will be offered in order to stipulate intellectual curiosity and to cater to a child’s special interests, abilities and learning styles. There will be quiet activities as well as more boisterous opportunities. Children will be afforded chances to choose among activities and to express their opinions and decisions, in order to foster their growing independence. At times, programs will be “teacher-directed” and at others “child-directed”. To balance guidance with self exploration.
Policy of Non Discrimination. Golden Harvest admits children of any race, religion, color, national and ethnic origin, and sex to all of the rights, privileges, program and activities made available to others attending the day care.
Hours of Operation and Holidays
Golden Harvest is open Monday through Friday from 7:00 AM to 5:00 PM., closed at night.
Golden Harvest is closed on the following holidays: New Years Day, Good Friday, Memorial Day, Independence Day (July 4), Labor Day, Thanksgiving Day, Constitution Day and Christmas. Golden Harvest is open on other legal holidays.
Fees and Payment
There is a one time registration fee of $25.00 per child, for any two child who enrolls in Golden
Harvest, whether part-time, full-time or on a daily basis. Your child will not be considered enrolled unless the registration fee is paid.
If your child is enrolled at Golden Harvest School from K3 to Sixth Grade, then the registration fee is waived.
A half day is less than five hours; a full day is five hours or more.
Golden Harvest provides insurance during your child’s stay at the center (refer to no. 13, par. E)
If you enroll your child on a monthly basis, after the first week of the month, we will pro-rate the fees for the rest of the entire month. We will not pro-rate fees, using the monthly rate, for any other situation.
Payment must be made in advance, and Golden Harvest reserves the right to refuse admission to any child whose tuition is not paid in advance. Golden Harvest, at the request of a parent or guardian, will cooperate with the parent or guardian on a payment schedule if needed, as long as there is good faith effort to pay the fees with regularity. However, Family Rates are not available unless fees are paid in advance.
There is no refund for days missed due to illness or otherwise. There is no refund for early withdrawal from Golden Harvest.
Golden Harvest accepts vouchers and other forms of subsidized payment available for day care. Should difficulties arise with the agency providing the payment, especially if the result is lack of payment in advance or in the full amount, every effort will be made to work out the situation to provide a continuity of service to the child. However, ultimate responsibility for payment rests with the parents or guardians enrolling the child.
Admissions and Enrollment
Applications for day care must be in writing and on the form provided by Golden Harvest; the application form must be completely filled out before the application will be considered, except in exceptional circumstances.
Ages: children from birth through age seven only.
Full-time: Full time is four or five days per week, five hours per day or more.
Part-time: Part time is either less than four or five days per week. Or less than five hours per day.
Monthly or Daily: We accept enrollment for an entire calendar month or on a daily basis. We do not have a weekly enrollment.
Forms: The following forms must be submitted, as required by our licensing agency:
- Registration form, signed by parent or guardian
- Complete record of immunizations
- Written consent for child to receive medical treatment
In addition to the above, Golden Harvest requires:
- A signed copy of this handbook
- Signed fee agreement and payment plan

Parental Preferences and Your Child’s Adjustment
Golden Harvest recognizes that some children may have special needs or preferences and that parents generally want care givers to provide care which is consistent with parental ideas, goals and methods. The application form for Golden harvest provides a space for the parent to specify any special needs or preferences in the care of the child. The parent can also tell the staff of day-to-day special needs or change instructions at any time.
When your child comes to Golden Harvest for the first time, there will be some adjustment needed. It is normal for your child to have some fears about being away from you. It takes time to get used to a new situation, but children do adjust. We encourage you to talk to your child about going to day care before the first morning arrives or after a weekend break, to get him or her used to the idea.
A cheerful good-bye kiss, a smile and a reassuring word that you’ll be back is all you need to do when leaving the child. We suggest that you not “sneak” out when your child is not looking; your child will settle down better after you leave if you kiss and give a brief reassurance.
Golden Harvest would also appreciate if you would tell the care giver providing what specifically might work with your child to comfort him or her ( a particular song, glass of water, etc). Bring the “blankie” or “teddy”, if your child finds it helpful.
